FSSD Submission for Commercial Renovation

When renovating a commercial space in Singapore, FSSD submission is one of the key regulatory steps to consider. The Fire Safety and Shelter Department (FSSD) ensures that the building’s safety systems, fire exits, and protective measures are adequate for the intended use.

At Pivot, we see this process as part of designing a space that is not only beautiful and functional but also safe for everyone who uses it.

When FSSD Submission is Required

Not all renovation works require FSSD submission. Typically, submissions are needed when:

  • – You are making structural changes that could impact fire exits or escape routes
  • – You are installing or relocating fire protection systems like sprinklers, smoke detectors, or fire alarms
  • – Your renovation changes the occupancy type or capacity of the space
  • – You are adding new partitions, especially in areas that could block access to emergency routes

It is important to check early because some works will not be allowed to proceed without FSSD approval, and failing to comply can result in fines or delays.

The Submission Process

  1. Engage a Qualified Person (QP): Architects or engineers familiar with commercial regulations can guide the submission. They will prepare fire safety plans, layouts, and any supporting documents.
  1. Submit Plans via CORENET: FSSD submissions are made through BCA’s CORENET system. For certain projects, URA or other authorities may also need to review the plans concurrently.
  1. Review and Feedback: FSSD will review your submission and may request adjustments to ensure compliance with fire safety codes.
  1. Approval and Inspection: Once approved, renovations can commence. Final inspections ensure that all fire safety measures are installed correctly and that emergency routes are not obstructed.

Why FSSD Submission Matters

Beyond regulatory compliance, fire safety is about protecting people and assets. A well-planned commercial renovation takes into account safety, circulation, and emergency accessibility while still delivering a functional and welcoming space.

For example, in our work with Context Interactive, we ensured that all partitions, office pods, and common areas complied with FSSD guidelines. This allowed employees to work in a safe, flexible environment without compromising design intent.

Tips for a Smooth FSSD Submission

  • Plan early – FSSD approval can take time, especially for complex projects. Factor it into your renovation timeline.
  • Work with experienced QPs – Their knowledge of building codes and prior submissions can save time and avoid rework.
  • Integrate safety into design – Instead of seeing fire safety as a restriction, design it as part of circulation, furniture layout, and lighting to create a seamless experience.
  • Document everything – Proper documentation during submission and construction ensures you pass inspections smoothly.
